Biography

Mr. Joe Crowley is a Senior Managing Director with Kosmont Financial Services (KFS). Mr. Crowley has over 30 years of experience as an investment banker and municipal advisor, primarily serving clients in California and other western states. He has significant experience with cities, counties, and special districts on economic development projects, specifically, special tax, tax increment, and project finance transactions. He joined KFS in 2025. Mr. Crowley’s expertise is focused on real estate and project finance transactions.

His experience includes leading investment banking assignments (senior and sole managed tax increment transactions) for the City of Los Angeles Community Redevelopment Agency and the City of San Diego’s CCRA. In addition, he’s led senior managed investment banking assignments for the County of Los Angeles (POBs, Tobacco Revenue Securitization, RANs), County of Riverside (CA), County of San Diego, Los Angeles MWD, Los Angeles County MTA, San Diego Unified School District, and Los Angeles Unified School District. Mr. Crowley has in-depth experience in real estate project finance transactions for charter schools having completed over a dozen financings for schools in California and western United States exceeding $575 million

LICENSES/AFFILIATIONS:
Mr. Crowley is a Municipal Advisor Representative and Principal having achieved the MSRB Series 50 and 54 professional qualifications and is duly registered with the U.S. Securities and Exchange Commission. He previously held the Series 7, 63, 50, 52, and 79 licenses as an investment banker and is a past member of the National Federation of Municipal Analysts and the California Society of Municipal Analysts.

EDUCATION:
Mr. Crowley holds a Master of Arts in Public Policy from the University of Southern California and a Bachelor of Arts in Political Science and Communications from the University of Washington.
